Ukraine Central Bank Supports Crypto Legalization but Bans Payment Use
The National Bank of Ukraine (NBU) has taken a measured stance on cryptocurrency legalization, with Governor Andriy Pyshnyy emphasizing that digital assets must not function as legal tender. "Virtual assets cannot be a means of payment," Pyshnyy declared in an interview with RBC-Ukraine, framing it as a non-negotiable boundary for monetary policy integrity.
The central bank insists crypto legalization must not erode its monetary tools or enable circumvention of currency restrictions, particularly under martial law. Pyshnyy stressed alignment with FATF standards and EU regulations to bolster financial monitoring. Meanwhile, the NBU advances its e-hryvnia CBDC experiments, signaling Ukraine's dual-track approach to digital assets.
